In a significant step towards modernizing its economic infrastructure, the Province of Albay, in partnership with Quanby Solutions, is launching a transformative digital initiative aimed at boosting local revenue and creating new opportunities for Albayanos.

The move was set in motion on September 1, 2025 during a productive gathering at the Office of the Governor. Members of the Albay Chamber of Commerce and Industry (ACCI), led by Governor Noel E. Rosal, with representatives from Quanby Solutions, Inc. presented a powerful new tool for provincial growth: the Revenue Acceleration Information System (RAIS).

More than just software, RAIS was demonstrated as a comprehensive ecosystem designed to revolutionize tax and revenue management. The system intelligently integrates people, technology, process, and security, promising to streamline government operations, reduce inefficiencies, and enhance transparency for taxpayers and businesses alike.

The meeting then turned to an even greater topic: strategic grants from the United States Trade and Development Agency (USTDA). This USTDA grant program is designed to create partnerships between similar businesses in the U.S. and the Philippines, fostering economic growth and job creation.

Quanby Solutions has successfully secured a grant, which will be channeled directly into Albay's digital transformation. The funding will provide vital government offices throughout the province with free advanced accounting software, comprehensive training programs, and ongoing technical support.

For the local business community, represented by the ACCI, this news was met with optimism. A chamber representative stated that this is a game-changer for Albay, explaining that efficient government systems lower the cost of doing business and attract investment.

This undertaking represents a core strategy in strengthening Albay's digital resilience and competitiveness, ensuring the province is not only open for business but is also prepared for the future.
