Sto. Domingo, Albay – December 18, 2025 – In a Landmark initiative at positioning the city of Sto. Domingo as a thriving digital hub, Quanby Solutions, Inc. presented an invited proposal for city-wide Wi-Fi connectivity and smart city infrastructure integration to Hon. Mayor Nomar “Bong” V. Banda. The meeting, spearheaded by Quanby Solutions’ Chief Technology Officer Mr. Michael Maxwell, explored a strategic Public-Private Partnership that could transform digital access for the city of Sto. Domingo.

The proposed initiative envisions high-speed public wifi connectivity integrated with e-commerce platforms, local government services, and digital health access, covering residential areas, city hall, key public spaces, and critical typhoon shelter zones. Leveraging advanced starlink satellite technology and enterprise-grade network infrastructure, Quanby Solutions aims to deliver a fully managed, resilient, and scalable connectivity utility designed to support governance, economic growth, disaster resilience, and citizen welfare.

If implemented, the project would ensure inclusive access to digital services for residents, businesses, and visitors, while providing online business registration and permitting to strengthen local MSMEs, streamline government processes, and boost transparency. It would enhance access to local government services, improve citizen satisfaction, and facilitate telemedicine for barangay health centers, hospitals, and mobile clinics. The system is designed to be disaster-resilient, featuring blast messaging capabilities for instant dissemination of typhoon warnings, evacuation orders, traffic monitoring, and public advisories. Additionally, the initiative supports tourism and smart city growth by enabling internet access for residents and tourism while promoting local businesses, products, and destinations through geo-fencing technology.

With digital infrastructure improving public services, the meeting concluded successfully, with the city Mayor expressing optimism about the potential impact of the project. Through collaboration between local communities, technology partners, and the public sector, Mayor Banda emphasized the importance of digital infrastructure in fostering economic development, improving public services, and enhancing disaster preparedness. Mr. Maxwell highlighted that, through collaboration between the public sector, technology partners, and local communities, connectivity can drive innovation, business growth, and citizen welfare. With the groundwork now laid, Sto. Domingo is poised to explore next steps toward implementing city-wide Wi-Fi connectivity and smart city solutions, bringing a digitally empowered future closer to its residents.
